Where does the NCC govern?
The 8 metros
City of Cape Town: In opposition. The DA has a majority. It won 135 of 231 seats in 2021. The NCC won 7 seats in 2021 as the Cape Coloured Congress. It is not part of the DA government. On 28 May 2025 its councillor Anastasia Davids brought a motion of no confidence in Mayor Geordin Hill-Lewis. Such a motion asks the council to vote the mayor out. The motion was defeated by 138 votes against and 46 for, as reported by Daily Maverick. The NCC's 2026 mayoral candidate is Ellen Pakkies.

Other councils
We found no source showing an NCC mayor, deputy mayor, speaker or mayoral committee member in any council in 2025-2026. The speaker runs council meetings, and mayoral committee members are the mayor's team. Outside Cape Town, the IEC 2021 seat reports show one seat. It is a PR seat in Saldanha Bay, won as the Cape Coloured Congress. A PR seat is one a party fills from its list, to match its share of the votes. We found no 2025-2026 source on that councillor's role.

What links does the NCC have abroad?
What it has said about the world
Fadiel Adams, the NCC leader, said this in Parliament. MPs were debating the President's yearly speech on the state of the country. Adams praised President Ramaphosa for the side South Africa takes on Palestine. He said the President did this against the wishes of his partners in the Government of National Unity, the parties that share power. He does not say what he wants the government to do next. In its own words: “I want to commend you for your stance on the Palestinian issue”

Where to look: Speech by Mr F Adams (opens "the progressive caucus"), paragraph 2: "I want to commend you for your stance on the Palestinian issue in defiance of those people whom you call your Government of National Unity, GNU, partners." (Quote stops before the remark about other parties.)
Fadiel Adams, the NCC leader, said this in a debate in Parliament. MPs were voting on a law that gives the government extra money to spend. Some of it pays for South Africa's case against Israel at the International Court of Justice, the top UN court. Adams says what is happening to Palestinians is genocide, which means trying to destroy a whole people. So the NCC supports paying for the case. In its own words: “We applaud the R95 million that will be used to take this case to the International Court of Justice, ICJ.”
Parliamentary Monitoring Group. Published 5 December 2024.
Where to look: Debate "SPECIAL APPROPRIATION BILL", Mr F Adams: "the NCC is in firm support of this Bill ... We applaud the R95 million that will be used to take this case to the International Court of Justice, ICJ." and "let me tell you what happens in Palestine is not a war, it is a genocide."
Fadiel Adams, the NCC leader, said this in a debate in Parliament. The debate was about the US stopping its aid, which paid for HIV and AIDS programmes. Adams says President Trump stopped it because he is against the state taking land. Adams wants South Africa to manage its own money better and go on without US aid. He also wants the state to take land, whatever the US says. In its own words: “This is not a colony of America. We do not need America's money.”
Parliamentary Monitoring Group. Published 6 March 2025.
