Why it is Verified
Councils must follow set rules when they spend public money. Irregular spending is spending that broke those rules. Since 2021-22, the Auditor-General's 2024-25 report puts Tshwane first among the metros and the companies they own. Its Annexure 1 gives the 2024-25 amounts for the City alone. The Auditor-General's audit report on the City gives a lower 2024-25 irregular figure, R2.60 billion, from the City's own accounts. We could not find why the two differ.
