Why it is Verified
National Treasury lists Tshwane's 2025/26 and 2026/27 budgets as funded. Before that, its budgets from 2022/23 were unfunded. An unfunded budget plans to spend more money than the council can realistically expect to have. The Auditor-General counts four unfunded years. Treasury counts three.
