This means Johannesburg Water did not do the regular repairs its pipes needed, so they broke more often. Repairing burst pipes then cost more. The Auditor-General's 2024-25 report says work to repair and renew the network has begun. The report also says the City's water losses over the four years from 2021-22 were worth R10.30 billion. They were above the 30% norm (the accepted level) the Auditor-General uses in each of those years.
