What does the evidence show?
Why it is Verified
Lost water is water the City bought or produced but did not sell. Nearly two in five litres were lost. That is above the 30% norm the Auditor-General uses. The Auditor-General gave these figures to Parliament. Its audit report calls the loss material, which means big enough to matter.
