What does the evidence show?

Why it is Unproven

Stats SA's figures confirm the 21.2% rate. They also confirm it was the lowest of the eight metros. Stats SA's own tables show the rate fell from 26.8% a year before. That fall is bigger than the survey's margin of error (how far off a survey number could be), so it is real. Over the same year, 90,000 more people in eThekwini had jobs, also more than the margin of error. But the 0.7-point gap with Cape Town (21.9%) is within the margin of error, so it may not be a real gap. The survey does not show what caused the fall in unemployment. So we cannot check whether the city's work is 'translating into jobs'.
