Which party controls the council?

Voters choose the (Council The group of elected people who make decisions for a municipality. They pass its budget and choose the mayor.). The council chooses the (Mayor The leader of the municipality. Councillors choose this person, not voters. So the seats each party wins decide who can lead.).

Patrick McKlein of the ANC is still mayor of Siyancuma in the council's final 2026/27 IDP (its development plan) from October 2026. The plan still lists J.H. George of the ANC as speaker (the (Councillor A person elected to make decisions for a municipality, such as the budget and who the mayor is. Each one holds one seat.) who chairs council meetings). We found no source that says which (Party A group of people who stand for election together, with shared plans.) have supported the mayor since the November 2025 by-election (a vote to fill one empty (Ward A small area inside a municipality. Each one elects one councillor.) (Seat A place on the council, held by one councillor. A party with more votes gets more of these places.)). No party has a majority of the 13 seats. The ANC and the EFF govern in a (Coalition Parties that agree to run a council together, usually because none has more than half the seats alone. Together they choose the mayor.) (a group of parties that run the council together), Daily Maverick reported in 2025. Together they had 7 of the 13 seats until 26 November 2025. That day, the ANC lost Ward 5 to an independent, and the two parties were left with 6. After that, the seats were ANC 5, DA 4, (Independent A person who stands for election without a party. In local elections they can only stand in a ward.) 2, EFF 1 and FF+ 1. In 2021, no party won more than half of the 13 seats. The ANC won 6.

What the sources said, by date

  1. As of 9 Oct 2026

The final reviewed 2026/27 IDP lists P.J. McKlein of the ANC as mayor. P.J. McKlein is a PR councillor (a seat a party gets from its list, to match its share of the votes). It lists J.H. George of the ANC, Ward 1, as speaker. Its councillor table of 13 counts ANC 5, DA 4, independents 2, EFF 1 and FF+ 1. The independents are in wards 3 and 5. We counted these line by line.

  2. This was true then. Newer rows above may change it.

    As of 27 Nov 2025

Independent candidate Danfrid Morolong won Siyancuma Ward 5 in Breipaal, Douglas, from the ANC in a by-election on 26 November 2025. This was after the ANC (Ward councillor A person chosen by the voters of one ward to speak for that area on the council. You vote for them by name.) moved to the PA. The ANC fell from 6 to 5 of the 13 seats. With its coalition partner the EFF, it holds 6.

  3. As of 4 Sep 2025

The DA won Ward 4 in Douglas in a by-election in early September 2025 after the death of the independent ward councillor. The council is now ANC 6, DA 4, independents 1, FF+ 1 and EFF 1. That is 13 seats.

  4. As of 4 Sep 2025

The ANC and the EFF govern Siyancuma in coalition. In 2021 the EFF first helped elect independent Wim van Bergen as mayor. It then made a deal with the ANC.

How were the seats split?

Who holds the 13 (Seat A place on the council, held by one councillor. A party with more votes gets more of these places.) now, counted up to 24 Jun 2026. A (Party A group of people who stand for election together, with shared plans.) needs 7 seats to run the (Council The group of elected people who make decisions for a municipality. They pass its budget and choose the mayor.) on its own. No party has that many. So parties must work together to choose the (Mayor The leader of the municipality. Councillors choose this person, not voters. So the seats each party wins decide who can lead.) and pass the budget.

  • ANC5
  • DA4
  • EFF1
  • FF+1

Each dot is one seat. The dot with a ring is seat 7. That is how many seats one party needs to run the council alone. Each party shows in its own colour.

What the official records say

From the Auditor-General and the national government. Every council gets the same checks. A council that is not on a list shows no row.

The Auditor-General gave Siyancuma a qualified audit opinion for 2024-25. It got the same result in 2023-24.

This means some parts of its accounts had big mistakes, or it could not show proof for some amounts.
